Why Do They Tell Drivers Where Speed Cameras Are Located?

Just over a decade ago, when driving on unfamiliar roads, people relied on road signs and paper maps to find their destinations. Even on familiar routes, relying solely on memory often led to taking longer, roundabout routes rather than the shortest path. However, car navigation systems have now become an essential tool for driving, and the nationwide road maps that were once a must-have for drivers have all but disappeared. Now, drivers can easily navigate unfamiliar roads without having to check road signs one by one, and they can even receive guidance on the fastest route based on real-time traffic information. However, there is a voice prompt that drivers frequently hear when using navigation systems.

“200 meters ahead: Speed camera at the 80 km/h speed limit.”

Many drivers, rather than consistently adhering to the posted speed limit, only slow down in front of speed cameras in response to the navigation system’s warning. It’s not uncommon to see them speed up again as soon as they pass through the enforcement zone, as if relieved. Ultimately, the posted speed limit is sometimes perceived as a standard that needs to be followed only temporarily where cameras are present.
This raises an important issue. Speed cameras were originally installed to enforce the posted speed limit and prevent speeding. However, in reality, drivers have become able to avoid them by knowing their locations in advance.
The reason people can evade enforcement simply by knowing the locations of speed cameras is related to the nature of the enforcement method itself. In the past, the most widely installed fixed speed cameras used sensors mounted on the road to measure the time it took a vehicle to pass between two points, thereby calculating the speed over that section. If the calculated speed exceeded the speed limit, the camera would capture the vehicle’s license plate to issue a citation. Since this method requires sensors to be installed at fixed locations, the position cannot be easily changed once installed. Consequently, drivers could easily identify the camera’s location after using the road just a few times, making it relatively easy to evade enforcement.
To address these limitations, mobile speed enforcement equipment was introduced. Mobile enforcement equipment can be set up at various locations and utilizes radar or laser-based speed measurement technology to measure vehicle speed. By analyzing signals reflected back from the vehicle, it can accurately measure speed within a very short time. Since their locations can be freely changed, they were expected to be more effective than fixed cameras; however, drivers have found ways to evade them as well.
A typical example is the use of equipment such as laser detectors. These devices detect signals emitted by the enforcement equipment and alert the driver in advance. As a result, drivers can slow down before reaching the enforcement point to avoid detection, only to resume speeding once they have passed through the enforcement zone.
Recently, section-based speed enforcement has been expanded to mitigate this problem. Section-based speed enforcement determines compliance with the speed limit by calculating the average speed over a specific section of road, rather than the instantaneous speed at a single point. Therefore, it is difficult to evade enforcement by simply slowing down immediately in front of the camera. However, the application of section-based speed enforcement is also limited, and there are practical constraints to installing it on all roads. As a result, it is not uncommon for drivers to check for enforcement locations and selectively obey the speed limit.
At first glance, it might seem that the solution to the speeding problem lies in not disclosing the locations of speed cameras and instilling the mindset that drivers must obey the speed limit at all times and in all places.
However, most navigation and map services already alert drivers to the locations of fixed speed cameras and average speed enforcement zones, and these features have become established as services that provide convenience to drivers. Yet this phenomenon can also be considered in connection with a long-standing social concern in South Korea.
Most people active in society spend a significant amount of time on the road every day commuting to and from work or traveling between regions. Consequently, roads are an integral part of our daily lives. If the most basic rule to follow in this space is the speed limit, we develop the mindset that it’s acceptable to exceed that limit multiple times a day, as long as we briefly slow down only when passing a speed camera. In other words, the attitude of “as long as I don’t get caught, it’s fine” is naturally repeated on the roads. This attitude is not unrelated to a social climate that favors “showpiece” administration or merely pays lip service to regulations.
Furthermore, it is difficult to view the various major safety accidents that have occurred in South Korea in the past as entirely unrelated to this mindset. A prime example is the 2014 Sewol ferry disaster, which resulted from a combination of complex factors. A variety of issues—including reckless expansion and renovation, overloading, poor safety management, insufficient supervision, and an inadequate initial response—interacted to lead to this major tragedy. It is often cited as an example demonstrating that a culture of failing to address known problems or merely paying lip service to regulations can, when allowed to accumulate, ultimately cause significant harm to society as a whole.
As such, the attitude of “as long as I don’t get caught, it’s fine” can extend beyond individual driving habits to affect the broader social system. Meanwhile, policies regarding notifications of speed camera locations vary from country to country. While some countries restrict or prohibit features that alert drivers to enforcement locations, others allow them within certain limits. Furthermore, the severity of penalties for traffic violations varies significantly from country to country, making it difficult to compare road safety levels based solely on the amount of fines. Currently, South Korea is also continuously improving its speed enforcement system and road safety policies, while simultaneously expanding section-based speed enforcement and implementing various safety measures.
It is highly likely that we will continue to rely on navigation systems’ speed camera alerts in the future. And the time we spend on the road will remain as closely intertwined with our daily lives as it is now. However, if the perception takes hold that speed limits are not merely standards to be observed temporarily to avoid speed cameras, but rather a commitment that must be strictly adhered to in order to protect one’s own safety and the lives of others, I hope this will help gradually change the misguided “if you don’t get caught, it’s fine” culture that still persists in our society.
